Mobile money already underpins 55.0% of financial inclusion in Zambia, with transaction values approaching ZMW 4 billion, according to the inaugural PwC Zambia Telecommunications Report 2025 and the 2026 Budget Speech.

Government has prioritised the construction of communication towers in underserved and unserved areas specifically to expand mobile money usage, alongside deploying Starlink connectivity and a Government Wide Area Network to extend digital and financial access into rural areas.

Mobile Money’s Role in Financial Inclusion

Mobile money already underpins 55.0% of financial inclusion in Zambia, and Government has prioritised the construction of communication towers in underserved and unserved areas partly to expand mobile money usage further, alongside supporting e-governance, digital services, farmer access to markets and weather updates, and delivery of Government programmes such as the Social Cash Transfer and the Farmer Input Support Programme[1].

Transaction Volumes

The Zambia Information and Communications Technology Authority’s Director General reported that the value of mobile money transactions is approaching ZMW 4 billion, alongside mobile penetration exceeding 100% and internet connections approaching 14 million, at the launch of the inaugural PwC Zambia Telecommunications Report 2025[2].

Digital Infrastructure Supporting Access

Since 2023, Government has deployed 525 Starlink kits to 230 government departments, all 156 constituency offices, 109 post offices, 23 youth resource centres and seven other public institutions, and plans to extend Starlink connectivity to 400 health facilities under the Solar for Health project[1]. The Government Wide Area Network has connected 93 local authorities, 79 district administration offices and 29 schools, for a cumulative 438 sites, infrastructure that also underpins expanding mobile money access in previously unserved areas[1].

Investment Opportunities
